The incident occurred in Ohio at 3pm, local time, on Easter Sunday when the suspect Steve Stephens began a Facebook Live broadcast and told viewers he was looking for someone to kill.
“I’ll keep killing until they catch me,” he says on the video.
In the video, which police say is real, Stephens leaves his car before walking up to a random victim and allegedly shooting him dead.
Police identified the victim as 74-year-old Robert Goodwin.
Stephens, 37, blamed the killing on his ex-girlfriend Joy Lane and said he was looking for more people to kill.
He claims to have killed up to 15 people, but that has not been confirmed.
His Facebook page has since been deactivated.
Cleveland Police said they were desperate to locate Stephens.
“We need to bring this to a conclusion today,” Cleveland Police Chief Calvin Williams said at a press conference.
“There is no need for any further bloodshed in this incident tonight.”
Police said Goodwin was the only victim they knew of.
A massive manhunt is underway for Stephens.
Cleveland State University has told students to shelter in place or to stay away from the campus.
